If you want to play a female protagonist, go with Portable, If you want to play Persona 3 at it's core and most original and fullest state, go with FES(there are plenty of QoL mods that add stuff from later versions if you're emulating the game and are worried about it being rouch to play, so that's not an issue anymore)

actually it'd doyou better if you think of what skills appropriate for your personas. like fusing boss-situation-type persona with Victory Cry would be meaningless, it'd do better with spellmaster,Mindchrge,Amp and boost for Spell-user-type OR Arms Master, power charge for Phys-type personas.

It is also possible for your Persona to be artifically awakened although these forced Persona are hard to keep control of and must be restrained through medication.
